Tamil Nadu government has sent a revised proposal for establis Petrochemicals Investment Region (PCPIR) in Cuddalore and Nagapattinam districts.

       The Tamil Nadu government has sent a revised proposal for establishing a Petroleum, Chemicals and Petrochemicals Investment Region (PCPIR) in Cuddalore and Nagapattinam districts.

    According to the state industries department’s policy note, which was tabled by P Thangamani, minister for industries, Tamil Nadu government, the revised and final proposal for establishing the PCPIR was sent to the department of chemicals and petrochemicals on January 18. The total investment for external linkage roads and other infrastructure augmentation and utilities projects for the PCPIR has been estimated at Rs 13,354 crore. Over a period of 10 years, investments of around Rs 92,160 crore will be mobilised in this PCPIR. The total employment generation expected during this period is estimated at about 7,50,000, the state government said in the policy note.

 It may be noted that Nagarjuna Oil Corporation Limited (NOCL) is setting up a petroleum refinery project in Cuddalore, which will be the first refinery project in the PCPIR. The petroleum refinery project of NOCL, with a six-million tonne-a-year capacity, is a joint venture between state-run Tamil Nadu Industrial Development Corporation (TIDCO) and Nagarjuna Fertilisers Limited. The project, coming up at Thiruchopuram in Cuddalore taluk, will be commissioned in the current year. The total investment in this project is estimated to be about Rs 9,660 crore, including those investments made in associate facilities. NOCL will take up its expansion project in 2014, which will be completed by 2016. By 2014, the refining capacity of NOCL will be increased from six to 15 million tonne per year. The additional investment for this expansion project is estimated at about Rs12,000 crore, the policy note said.

Nagarjuna Oil Corporation will start work on the Rs 12,000-crore expansion of its oil refinery in 2014.

The expansion will take the annual refining capacity of the six-million-tonne refinery coming up in Cuddalore, Tamil Nadu, to 15 million tonnes. The expansion will be completed in 2016. The refinery project is a joint venture between the Hyderabad-based Nagarjuna Group and the Tamil Nadu Industrial Development Corporation Ltd, a State-run, industry promotion agency. In the first phase, the total investment will be over Rs 9,660 crore. The project is at an advanced stage of implementation and is considered the largest private sector investment in the State. The project will be the anchor unit for the Petroleum, Chemicals and Petrochemicals Investment Region in Cuddalore and Nagapattinam, which are to be developed as a hub for attracting investments in the petrochemical sector. A revised proposal to develop the region has been sent to the Department of Chemicals and Petrochemicals, Government of India, in January 18, according to the policy note on industries tabled in the Assembly today. The plan is to bring in investments of over Rs 13,354 crore in infrastructure such as roads and utilities to support industrial development in this sector. This is expected to catalyse industrial investments of over Rs 92,160 crore over the next ten years and generate 7.5 lakh jobs.

Cuddalore petrochemicals hub for Cabinet approval in 2 weeks

        The Ministry of Chemicals and Fertilisers will present a proposal for setting up a Petroleum, Chemicals and Petrochemicals Investment Region near Cuddalore in two weeks.

      Interacting with journalists on the sidelines of a conference on construction chemicals organised here by the Federation of Indian Chambers of Commerce and Industry, Mr Jose Cyriac, Secretary, Department of Chemicals and petrochemicals, said that the Cuddalore PCPIR proposal has reached a stage where it could be presented to the Cabinet for approval. After the Cabinet approves it, Government of India would sanction the project, whereupon various agencies from the central and state governments would swing into action.

      The only operational PCPIR in India is in Gujarat. The Centre has given its sanction to PCPIRs in three other States – Haldia (West Bengal), Paradeep (Orissa) and Visakhapatnam (Andhra Pradesh). Tamil Nadu's proposal is under consideration.Government of India does not provide any funds or incentives, except for meeting out viability gaps in projects. However, if a road or a railway line has to be built, it would allocate funds for the projects out of the budget.

      Spread over a 250 sq. km area around Cuddalore, the project will become a chemical and petrochemical hub. Officials of the Tamil Nadu government had previously told Business Line that the project envisaged total infrastructure spending of Rs 16,725 crore.  Mr Cyriac said that the Tamil Nadu Government has asked Centre to upgrade two local roads to national highways for access to the region. New Delhi has agreed to doing two of the three and the third is under consideration. It is learnt that the Cuddalore PCPIR has attracted investment enquiries, worth close to Rs 100,000 crore.

Govt funding needed  

      While the present PCPIR scheme envisages no funding by the central government, “this need to be corrected,” Mr Cyriac said. Where there are common facilities required, such as common effluent treatment plants, or preparation of master plan, the government should provide financial support, he said.

      Mr Cyriac also observed that a basic weakness of the scheme was the commitment of the anchor tenant. What if the tenant withdraws his project, is the question the government is trying to address. For the Cuddalore PCPIR, however, there is no “anchor tenant” issue – Nagarjuna Oil, which is putting up a 6 million-tonne refinery, will be the big investor.

           தமிழகத்தில் கடலூரில் பெட்ரோ ரசாயன தொழிற்சாலை அமைப்பது தொடர்பாக மத்திய அரசு விரைவில் முடிவெடுக்கும். இத்தகவலை மத்திய பெட்ரோ ரசாயனத்துறைச் செயலர் ஜோஸ் சிரியாக் தெரிவித்துள்ளார் 

            பெட்ரோலியம், ரசாயனம் மற்றும் பெட்ரோ-ரசாயன முதலீட்டு மண்டலம் (பிசிபிஐஆர்) அமைக்க கடலூர் தேர்வு செய்யப்பட்டுள்ளது. இது தொடர்பாக மத்திய அமைச்சரவை விரைவில் முடிவு செய்து அறிவிக்கும் என்றார். இப்பிராந்தியத்தில் இத்தகைய மண்டலம் அமைப்பதில் சில இடர்பாடுகள் நிலவுகின்றன. குறிப்பாக சாலை இணைப்பு வசதிக்காக மத்திய சாலை போக்குவரத்து அமைச்சகத்துடன் பேச்சு நடத்தப்பட்டு வருகிறது என்றும் அவர் கூறினார். சாலை வசதிக்காக ஓரிரு சாலை திட்டங்களை மேற்கொள்ளவும் முடிவு செய்யப்பட்டுள்ளது. மற்றபடி அனைத்து விஷயங்களும் பூர்த்தியாகிவிட்டன என்றார்.

              சாலை திட்டங்களை மேற்கொள்ள கொள்கையளவில் சாலைப் போக்குவரத்து அமைச்சகம் ஒப்புக் கொண்டுள்ளது. இதற்கான அனுமதியும் பெறப்பட உள்ளது.பிசிபிஐஆர் திட்டத்துக்கு மத்திய அமைச்சகம் அனுமதி அளித்தவுடன் இதற்குத் தேவையான நிலத்தை வாங்குவதற்கான நடவடிக்கைகளை மாநில அரசு மேற்கொள்ளும். பிசிபிஐஆர் திட்டத்தை மேற்கொள்ளும் ஐந்தாவது மாநிலம் என்ற அந்தஸ்தை தமிழகம் பெறுகிறது. இத்திட்டம் குஜராத், ஆந்திரம் ஆகிய மாநிலங்களில் அடுத்த ஓரிரு ஆண்டுகளில் செயல்படுத்தப்படும். இத்திட்டத்தை மேற்கு வங்கத்தில் செயல்படுத்துவதில் சில சிக்கல்கள் இருப்பதாக அவர் குறிப்பிட்டார். 

            இத்திட்டத்தைச் செயல்படுத்தும்போது 250 சதுர கி.மீ. அளவுக்கு முதலீட்டை ஈர்க்க முடியும். உள்நாடு மற்றும் ஏற்றுமதி அடிப்படையில் பெட்ரோலியம், ரசாயனம் மற்றும் பெட்ரோ ரசாயனம் சார்ந்த தொழிற்சாலைகள் மற்றும் அது சார்ந்த சேவைகள், கட்டமைப்புகள் உருவாக்கப்படும்.

Cuddalore to get priority in Centre’s infra spending

           New infrastructure projects in Gujarat, Andhra Pradesh, West Bengal, Tamil Nadu and Orissa are set to get a major push in the five years starting 2012 as various government agencies will be prioritising building of roads, rail networks, airports and sea ports in these states that are setting up mega petroleum and petrochemical investment regions.

           Five massive regions meant to attract investments in the petrochemical and allied sectors are now at various stages of implementation at Dahej in Gujarat, Visakhapatnam-Kakinada in Andhra Pradesh, Haldia in West Bengal, Paradeep in Orissa and Cuddalore and Nagapattinam in Tamil Nadu. These investment zones, each of which is not less than 250 square kilometres, are expected to attract a collective investment of R8,63,664 crore and create more than 40 lakh jobs during the 12th Five-Year Plan. The idea is to give a boost to the domestic manufacturing sector and to capitalise on the rising Asian.

Tamil Nadu Government to establish petrochemicals region between Cuddalore and Nagapattinam

       Tamil Nadu Government proposed to create a region specially for petrochemicals in the State, to attract investments in chemicals and petrochemicals sector, a senior government official said yesterday. 

          "This is a very major infrastructure initiative of State government to attract investments in chemicals and petrochemicals. We are planning to establish it between Cuddalore and Nagapattinam", Industries Secretary Dr N Sundaradevan said. Inaugurating a seminar on "Business Opportunities for Cooperation between Tamil Nadu and Japan in Infrastructure sector, he invited Japanese firms to invest in the (Petroleum, Chemicals and Petrochemicals Investment) region. 

            In 2006-07, he said there were 65 Japanese companies in the State,but in the last five years, it has gone up by four-fold. "Chennai has the largest number of Japanese companies accounting for almost 30 per cent of total Japanese companies operating in India. It has also become home for about 800 Japanese expats", he said.more PTI VIJ BN
