Post poll, Cuddalore Silver beach offers break from monotony

CUDDALORE: 

         There was an unusually large gathering at the Silver Beach here on Sunday. Of course, summer vacation for educational institutions and sultry weather conditions drove the people to the shores to savour the balmy sea breeze and to virtually cool their heels in the waves.

          But another factor that had induced the people to flock to the sea front was the lifting of the month-long police bandobust at the Periyar Government Arts College on Beach Road that served as one of the counting centres in the district and where the Electronic Voting Machines of the four Assembly constituencies — Cuddalore, Panruti, Neyveli and Kurinjipadi — were kept in safe custody in the strong rooms.

          The police blocked the Beach Road and diverted the traffic through alternative routes. Hence, the round-the-clock presence of security personnel acted both as physical and psychological barriers for the holiday-makers that in turn acted as a disincentive in making a trip to the Silver Beach. Now, with the 30-day long suspense over the outcome of the elections having ended, the people felt relieved and decided to take the well-deserved break from the monotony of the mundane chores and spend some time with family and friends on the beach.

           The mercury too was soaring from 25 degree Celsius (at dawn) to 36 degree Celsius. In the midst of dog days, known for harsh weather, and power cuts lasting three hours at a stretch in a day the people really needed a respite from the unrelenting heat. And, unfailingly, the Silver Beach provided them the much-needed recreational avenue. The police and the fire personnel posted at the beach head had a tough time in keeping the eager visitors from getting deeper into the sea.

          There were a number of whistle-blowers who kept a watch and cautioned the over-enthusiastic persons from venturing into the sea beyond the safe limit. Vendors of eatables made a brisk business. There were the ubiquitous stray dogs that shared the sandy stretch of the beach with the visitors who had to constantly shoo away the intruding quadruples from sniffing their food packets. The visitors feel that particularly on a crowded day as today the officials should keep a strict watch on the snack vendors, particularly, the cooking medium they use and how often they change it. The fish-shaped fountains that greet the visitors to the beach do not spout any water and remain dry.

Results transform political profile of Cuddalore district

CUDDALORE: 

        The outcome of the Assembly elections has transformed the entire political profile of Cuddalore district.

         The verdict in all nine Assembly constituencies — Cuddalore, Panruti, Neyveli, Kurinjipadi, Chidambaram, Bhuvanagiri, Kattumannarkoil, Vriddhachalam and Thittakudi — has gone in favour of the All India Anna Dravida Munnetra Kazhagam-led alliance.

         The Chidambaram constituency, which used to be odd man out in all previous elections, has now joined the mainstream. In other words, it always returned the opposition candidate and, therefore, had the sobriquet to its credit that “Chidambaram always swims against the current” and “it signals which party will assume power.”

         For instance, when the AIADMK swept to power in 2001, the Chidambaram segment elected Durai K.Saravanan of the DMK and when there was a role reversal in 2006, it returned A. Arunmozhithevan of the AIADMK. In the 2011 elections, Chidambaram residents elected K. Balakrishnan of the CPI (M) and defeated Sridhar Vandayar of the Moovendar Munnetra Kazhagam, who contested under the DMK symbol.

           The outcome of the results has debunked the theory that Cuddalore district continues to be the citadel of the Dravida Munnetra Kazhagam, now bolstered with the solidarity of the Pattali Makkal Katchi and the Viduthalai Chiruthaigal Katchi. Political observers feel that even the combined strength of the latter could not withstand the “political tsunami” of the AIADMK-led front and was therefore routed in the hustings. Obviously, soaring inflation, ever increasing prices of petroleum products, frequent power cuts that caused immense hardships to all sections of society and allegations of corruption contributed to the undoing of the DMK combine.

Victory celebration expenses of candidates to be credited to poll accounts

CUDDALORE: 

         Expenses incurred on victory celebrations of candidates winning the Assembly elections will also be credited to their respective poll accounts, according to P. Seetharaman, District Electoral Officer and Collector.

           Addressing a press conference here on Tuesday, Mr. Seetharaman said that since the candidates were given 30 days time after the counting of votes to submit their poll accounts, the money spent by the successful candidates on throwing parties or hosting feasts, bursting firecrackers and taking out victory rallies would also be accounted for.

Mr. Seetharaman said that there are three counting centres : 

Periyar Government Arts College in Cuddalore (where the votes polled in the Cuddalore, Kurinjipadi, Panruti and Neyveli constituencies would be counted); 

B.Mutlur Government Arts College (Chidambaram, Bhuvanagiri and Kattumannarkoil constituencies); and, 

Kolanjiappar Government Arts College at Vriddhachalam (Thittakudi and Vriddhachalam constituencies).

           Counting would begin at 5 a.m. on May 13 with the manual draw of lots (and not the computerised randomisation as was done for allocating polling stations to the officials) by the general election observer for allocation of counting centre for the officials, and, at 6 a.m. the Assembly segment and the table number to which they would be posted would be determined, again by lots.

            The officials should report to the respective counting centre to take oath at 8 a.m. to the effect that they would safeguard the secrecy of voting. Mr. Seetharaman said that those who failed to honour the oath or violated the secrecy law would have to undergo three months rigorous imprisonment or penalty or both. Mr. Seetharaman said that ballot boxes containing postal votes would be shifted to the respective counting centres with police escort at 6 a.m. These postal votes would be taken up for counting at 7.30 a.m.

         There would be 10 to 12 tables for each Assembly segment and even though the serial number of EVMs to be counted on every table had been tabulated, the general election observer would randomise the EVM selection for each table. After every round of counting, the display of total votes polled would be recorded on web-camera fitted laptops.

          After getting the concurrence of the general election observer, the candidate-wise votes polled in every round would be displayed on LCD screens and notice board put up at the counting centres. The candidates or their agents are not allowed to carry cell phones inside the counting centres. They should not carry water bottles, food, or any sharp-edged weapon, Mr. Seetharaman said.

49 ஓ வாக்களித்தவர்கள் குறித்து விசாரித்த அதிகாரிகள் மீது நடவடிக்கை

               சட்டப் பேரவைத் தேர்தலில் 49 (ஓ) விதியின் கீழ் (யாருக்கும் வாக்களிக்க விருப்பம் இல்லை) தங்கள் வாக்கைப் பதிவு செய்த நபர்கள் பற்றி, விசாரணை செய்த அதிகாரிகள் மீது நடவடிக்கை எடுக்க வேண்டும் என்று தமிழ்நாடு நுகர்வோர் கூட்டமைப்பு கோரிக்கை விடுத்துள்ளது. 

 கூட்டமைப்பின் பொதுச் செயலாளர் எம்.நிஜாமுதீன், இந்தியத் தலைமைத் தேர்தல் ஆணையருக்கு வியாழக்கிழமை அனுப்பிய கோரிக்கை மனு: 

                     2011 சட்டப் பேரவைத் தேர்தலில் 23 ஆயிரம் பேர் 49 (ஓ) பிரிவின் கீழ் தங்கள் வாக்குகளைப் பதிவு செய்து உள்ளனர். இதனால் அவர்கள் யாருக்கும் வாக்களிக்க விருப்பம் இல்லை என்பதைப் பதிவு உள்ளனர். வாக்குப் பதிவு ரகசியத்தை யாரிடமும் சொல்லக் கூடாது என்று தேர்தல் ஆணையம் விளம்பரம் செய்தது. ஆனால் தற்போது 49 (ஓ) பிரிவில் வாக்குப் பதிவு செய்தவர்களை போலீசார் விசாரிப்பதாக வரும் தகவல் மிகவும் கண்டிக்கத்தக்கது. 

              நக்ஸலைட்டுகள், தீவிரவாதிகள், அவர்களின் இயக்கங்களை ஆதரிப்போர், உறுப்பினர்களாக இருப்போர் எனக் குற்றம் சாட்டப்பட்டு இருந்தாலும் வாக்களிக்க உரிமை உண்டு.அவர்கள் 49 (ஓ) பிரிவில் வாக்குப் பதிவு செய்து இருந்தால் அவர்கள் விசாரணைக்கு அப்பாற்பட்டவர்கள். எனவே 49 (ஓ) பிரிவில் வாக்களித்தவர்கள் மீது விசாரணை நடத்திய அதிகாரிகள் மீதும், அத்தகைய ரகசியத்தை வெளியிட்ட தேர்தல் அலுவலர்கள் மீதும் தேர்தல் ஆணையம் நடவடிக்கை எடுத்து, அதன் விவரத்தை பத்திரிகைகளில் வெளியிட வேண்டும். இதுபோன்ற பிரச்னைகள் இனி எழாமல் இருக்கவே, வாக்குப் பதிவு இயந்திரத்திலேயே 49 (ஓ) பிரிவுக்கான வசதியை, தேர்தல் ஆணையம் ஏற்படுத்த வேண்டும் என்றும் மனுவில் கேட்டுகொண்டுள்ளார்.

கடலூர் மாவட்டத்தில் வேட்பாளர்கள் செலவு பற்றிய நிழல் படிவம் தயாரிப்பு

             வேட்பாளர்களின் செலவு விவரப்பட்டியலின் நிழல் படிவம் தயாரிக்கும் பணி தீவிரமாக நடந்து வருகிறது. 

             தமிழகத்தில் நடந்து முடிந்த சட்டசபை தேர்தலில் வேட்பாளர்கள் கண்டபடி செலவு செய்வதை தடுக்க தேர்தல் ஆணையம் பல்வேறு சிக்கன நடைமுறைகளை வகுத்துள்ளது. ஒவ்வொரு தொகுதியிலும் வேட்பாளர்கள் செய்யும் செலவினங்கள் மற்றும் நிகழ்வுகளை வீடியோ மூலம் பதிவு செய்ய தேர்தல் ஆணையம் உத்தரவிட்டது. அதன்படி தேர்தல் நடத்தை விதிகள் கண்காணிப்பு குழு, வீடியோ நிலைக்குழு, பறக்கும் படை ஆகிய மூன்று குழுக்களும் தொகுதியில் நடைபெறும் வேட்பாளர்களின் பிரசாரம் முதல் அனைத்து நிகழ்வுகளையும் வீடியோ படம் எடுத்து வைத்துள்ளனர். 

              இதில் போஸ்டர், சுவர் விளம்பரங்கள், வாகனங்கள், அலங்கார வளைவுகள், மேடை அலங்காரம் உள்ளிட்ட அனைத்து வகையான செலவினங்களையும் வீடியோ மூலம் பதிவு செய்யப்பட்டுள்ளது. அதேப்போன்று பறக்கும்படை குழுவிற்கு இதுவரை வந்த புகாரின் அடிப்படையில் எத்தனை இடங்களில் சோதனை நடத்தப்பட்டுள்ளது. செக்போஸ்ட்களில் நடந்த வாகன சோதனையில் கைப்பற்றப்பட்ட பொருட்கள், அதற்கான வீடியோ படம் இவை அனைத்தையும் ஒன்று திரட்டி வீடியோ பார்வையாளர் குழுவால் ஒரே சிடியாக மாற்றியமைக்கும் பணி தீவிரமாக நடந்து வருகிறது. 

            தொகுதியில் வேட்பாளர் செய்யும் செலவுகளுக்கு முறையான கணக்குகளை எழுதிக்கொடுக்க பதிவேடுகள் வழங்கப்பட்டுள்ளது. அதை அவர்கள் முறையாக கையாண்டு செலவு கணக்குளை தேர்தல் அதிகாரியிடம் ஒப்படைக்க வேண்டும். அதற்கு இணையாக தேர்தல் ஆணையம் சார்பில் நிழல் பதிவேடு தயார் செய்யப்பட்டு வருகிறது. ஏற்கனவே எடுக்கப்பட்ட வீடியோ படத்தை ஆதாரமாகக் கொண்டு இந்த நிழல் பதிவேடு தயாரிக்கப்படுகிறது. வேட்பாளர்கள் தேர்தல் ஆணையத்திடம் ஒப்படைக்கும் செலவு பட்டியலும், தேர்தல் ஆணையம் தயாரிக்கும் நிழல் பதிவேடும் ஒரே மாதிரியாக இருக்க வேண்டும்.

           வேட்பாளர்கள் செலவு பட்டியலில் முரண்பாடுகள் ஏற்படுமாயின் அதற்கு தக்க வீடியோ ஆதாரத்துடன் வேட்பாளர்களுக்கு காண்பிக்கப்படும். உதாரணமாக பிரசார ஊர்வலத்தில் 5 கார்கள் இடம் பெற்றிருப்பதாக வேட்பாளர்கள் கூறி, நிழல் பதிவேட்டில் 8 கார்கள் பதிவாகி இருந்தால் அவற்றை வேட்பாளர்கள் ஏற்றுக்கொள்ள வேண்டும். 

இது குறித்து கலெக்டர் சீத்தாராமன் கூறியதாவது: 

             வேட்பாளர்களின் செலவு கணக்குகள் பற்றிய நிழல் பதிவேடு தயாரிக்கும் பணி தீவிரமாக நடந்து வருகிறது. இதுவரை இந்த பணி 75 சதவீதம் நிறைவு பெற்றுள்ளது. வேட்பாளர்கள் செலவு கணக்குகளை பராமரிக்க தனியாக ஏஜன்ட் அமர்த்திக் கொள்ளலாம். செலவுகளை பராமரிப்பதற்காக தனித்தனியாக பதிவேடுகள் வழங்கப்பட்டுள்ளன. 

            தேர்தல் ஆணையத்திடம் கணக்குகளை ஒப்படைக்கும்போது, ஆவணம், வங்கிக் கணக்கு, செலவான பதிவேடு கொடுக்கப்பட வேண்டும். தேர்தல் செலவின பார்வையாளர்கள் வரும் 11ம் தேதி கடலூர் வருகை தருகின்றனர். வேட்பாளர்கள் தரும் செலவு கணக்கு பட்டியலை யார் வேண்டுமானாலும் பக்கம் ஒன்றிக்கு ஒரு ரூபாய் கட்டணம் செலுத்தி பெற்றுக்கொள்ளலாம். இவ்வாறு கலெக்டர் சீத்தாராமன் கூறினார்.

“Shadow register” to act as yardstick for assessing poll expenses

CUDDALORE: 

             The “shadow registers” being maintained by polling officials will act as yardstick for calculating the real expenses incurred by candidates in the Assembly elections.

           Therefore, individual poll accounts of candidates should not deviate from the “shadow registers.” In case of any variation between the two, the candidates ought to correct their accounts in accordance with the shadow registers, said P. Seetharaman, Collector and District Electoral Officer.

           He told The Hindu that the “shadow registers” were being prepared based on inputs provided by at least four feeder groups such as the model code of conduct committee, flying squads, video surveillance committee and media certification and monitoring committee.

           These committees had filmed all poll-related activities such as spread of publicity materials, including flex boards, posters, graffiti, propaganda by star campaigners, public rallies, vehicle checking and seizure of unauthorised money and other articles, distribution of enticements, and, advertisements in print and electronic media. Mr. Seetharaman said that a “convergence meeting” of these committees was slated to be held in last two days of this week to consolidate the accounts in the shadow registers.

            These committees would convert all their findings into monetary terms and submit their report to the assistant expenditure observers, all accounting specialists. The Collector further noted that candidates ought to maintain three types of registers known by their colours - white register for entering day-to-day expenses; pink, for recording receipt and disbursement of monies by candidates; and, yellow, for bank accounts (specifically opened for elections as all transactions ought to be carried out through the instrumentality of cheques).

            The candidates had also been permitted to appoint “expenditure agents” for keeping their accounts. If the candidates have any doubt or objection over the expenditure valuations made in the shadow registers, the officials would prove their points through compact discs and video recordings on various occasions. Mr. Seetharaman noted that in this streamlined procedures for checking poll expenditure, another salient feature would be the “super check” to be done by people. In other words, they could be present at the time of verification of expenditure registers of the candidates, and if they so desire, they could get copies of the pages at the rate of Re. 1 a page.

            All candidates ought to submit their accounts within a month of counting of votes. Later, Mr. Seetharaman said that as the District Electoral Officer, he would give a date to the expenditure observer (deployed by the Election Commission) for perusal of accounts.
