Over 15 lakh casuarina seedlings would be distributed among farmers of Villupuram and Cuddalore to grow back the tree cover destroyed in Cyclone Thane, Union minister for environment and forests Jayanthi Natarajan said at the 'Tree Growers Mela' organized by Institute of Forest Genetics and Tree Breeding (IFGTB) here on Friday. Natarajan said the ministry and various governmental organizations would help famers to raise trees to protect the fragile ecosystem in the cyclone-hit areas. She also reiterated her commitment to rebuild ecologies ruined by natural calamities and human interference.

Fear of poor 10th and 12th board Exams results in Cuddalore

As Class X and XII board examinations near, students and teachers in the district are worried about poor results as students have been unable to prepare for it.
According to teachers here, studies were disrupted at an important juncture by the cyclone. “Till half-yearly examination, everything was smooth. Students were well-prepared and had been retaining the tempo to take the public exams. Ironically, the cyclone negated all the improvement. Every student was affected by the cyclone. Damage caused to their houses and crops impacted their minds and it took over two weeks for them to regain their concentration,” said V Agnel, principal of St Joseph’s Higher Secondary School at Manjakuppam.
Students were on vacation when Thane struck. Due to the damage caused to buildings, schools reopened only after Pongal. Additionally, record books of students were spoiled in the rains.
“My house collapsed in the cyclone. My books and record notes were spoiled. My family had to shift to Cuddalore and we live in a rented a house to facilitate my studies. My father, a farmer, is now working in a textile shop.” Jayaprakash scored 1,026 marks out of 1,200 in the half-yearly exam but in the latest exam (first revision) he scored 966.

Rs.790 crore special package for Thane Cyclone hit for farmers in Cuddalore and Villupuram districts
Chief Minister J Jayalalithaa on Saturday announced a comprehensive special package worth `790.18 crore for farmers in Cuddalore and Villupuram districts, the worst affected in Cyclone Thane. While `65.22 crore has been allotted for agricultural crops, `724.96 crore will be givenfor horticultural crops.
Around 1.10 lakh farmers will benefit from the package, which includes complete waiver of land tax, resheduling of farm loans to the tune of `440.11 crore and disbursal of fresh loans, setting up of a project management unit in Cuddalore to monitor the implementation of the package and declaration of Cuddalore and Villupuram as cyclone-hit districts.
For annual agricultural crops, the package includes four types of kits: mini-kits containing 20 kg paddy seeds, two bags of biofertilisers and 500 ml pesticides required for 54,490 acres; mini-kits containing six kg hybrid maize seeds, two bags of biofertilisers for 6,250 acres; mini-kits containing eight kg pulse seeds and biofertilisers for 3,83,660 acres; and mini-kits with 80 kg of manila seeds, biofertilisers and pesticides required for 3,175 acres. The kits will cost `34.86 crore.
For horticultural crops, mini-kits with high-yielding vegetable seeds, biofertilisers and pesticides will be provided in February. Also `16.03 crore has been allocated for coconut planters for removing trees uprooted in the cyclone, with 100 chainsaws provided without rent. Mini-kits for short-term crops will be given to farmers who have lost their coconut trees. As many as 3,20,600 coconut saplings worth `80 lakh will be given away. Also, `13.53 crore will be spent to provide urea and potash among others. At least 7,083 coconut growers will benefit this way. The CM said `27 crore will be earmarked for setting up deep borewells.

The protestors withdrew their agitation following the assurance.

Jayalalithaa defends relief work in the Thane cyclone-affected Cuddalore district
Chief Minister Jayalalithaa on Tuesday strongly defended her government's relief work in the cyclone-affected Cuddalore district.
Rebutting Deputy Leader of the Opposition Panruti S. Ramachandran's (Desiya Murpokku Dravida Kazhagam) observations that no work was carried out for two or three days after the cyclone struck, the Chief Minister said the district administration did whatever was possible immediately. Food packets and drinking water were distributed. Within 24 hours, trees that had fallen on roads were cleared. Gradually, the pace of work was speeded up. The affected people and those who had lost homes were put up at schools. It is wrong to say that they were not provided with food or financial assistance.
“If facts and figures are available, make your point, using them. Otherwise, it is easy to make sweeping remarks,” she said.
Given the magnitude of the destruction in Cuddalore, Villupuram and Nagapattinam, any State government would have taken at least six or seven months to ensure the return of normality. “But, we have accomplished it within a month,” she said, amid thumping of desks.
Talking of the damage suffered by the electricity network, she said that the entire supply system had been destroyed. “So far, we have not seen such destruction anywhere in Tamil Nadu. Even people residing there [in Cuddalore] thought it would take a minimum of four months. But, we have restored the supply in a month,” she said, explaining how the work was executed on a war footing. The government managed to provide Rs.300 crore to the Tamil Nadu Generation and Distribution Corporation. Before the Pongal festival, domestic electric supply was restored. Instructions were issued to cover all farm pumpsets by January 30, and this was also achieved.
A former Chief Minister of the Puducherry had that said no such work, as done in the State, was happening in Puducherry. Ms. Jayalalithaa posed a challenge to the DMDK leader whether he could cite any State government that had functioned the way her regime had done under similar circumstances. Mr. Ramachandran himself had acknowledged that there was no support from the Centre. Using its finances, sources of finance and manpower, her government had done so much, for which it deserved commendation. There would be some lapses as the destruction was unprecedented. But, the execution of works was in progress. She would furnish all facts and figures in her reply on Saturday, Ms. Jayalalithaa said. Her government planned to provide a huge package of assistance, which would be beyond the expectations of all.

Thane Cyclone unleashed fury on ageing Garden House in Cuddalore District
RAVAGED: The heritage building where British General Robert Clive lived and which serves as the camp office of the Cuddalore Collector, was partially damaged in the cyclone.
A team from the Indian National Trust for Art and Cultural Heritage (INTACH) has been called to inspect the damage caused by cyclone ‘Thane' to the 18th Century edifice here that was once the home of British General Robert Clive. Known as the Garden House in colonial parlance, it has been declared a heritage structure and serves as the camp of the District Collector.
Situated in the heart of Cuddalore town, it had famed sylvan surroundings and thick woods. Tucked away from public view, the magnificent building had come up in the midst of gigantic trees. The mansion, which hosted many a banquet during the heydays of the British, was constructed using bricks and slake lime. Built in 1702 at a cost of Rs.27,500, the building fell into disrepair after the departure of the British.
It is learnt that the roof collapsed in 1984, forcing subsequent Collectors to move to a modest building on the same campus. It prominently displays a circular plaque stating “This house was occupied by Robert Clive, afterwards created Lord Clive, circa 1756.” The ground floor of the colonial legacy now serves as the camp office and conference hall where the review meetings, including in-camera ones, are held. When the cyclone struck Cuddalore, as many as 60 trees on the campus were uprooted, blocking the approach road. The Collector could come out of the building only after removing the trees obstructing the way.
The falling trees damaged the tiles on the roofs and chipped away a portion of the balcony. The ferocious winds broke glass panes and wooden frames of windows. The once well maintained garden in front of the building is now in tatters. When contacted, District Collector Rajendra Ratnoo told The Hindu that preliminary estimates showed that the building had suffered damages to the tune of Rs.30 lakh. Since it was a heritage structure renovation work could be entrusted only to experts. He said that the Superintendent of Police's bungalow, near Silver Beach, was another heritage building that was extensively damaged. He had asked the INTACH to send a team to assess the damage and prepare an estimate, in coordination with the Public Works Department and the Tamil Nadu Police Housing Corporation, to restore these heritage structures to their pristine glory.
Rs.1,000-crore Housing project for cyclone-hit districts
A Rs.1,000-crore project of building one lakh concrete houses in cyclone-hit districts such as Cuddalore and Villupuram was the highlight of Governor K. Rosaiah's address to the Assembly on Monday.
Mr. Rosaiah, who delivered his first address as Governor since assumption of office in August, said the State would take up the construction immediately to replace the damaged huts in the districts. A detailed memorandum, spelling out the quantum of damage and seeking a special package of Rs.5,248 crore from the National Disaster Response Fund, had been submitted to the Centre.
Considering the extensive damage suffered by the districts, the Chief Minister had sanctioned Rs.850 crore for restoration, relief measures and disbursal of compensation, the Governor recalled. The very severe cyclonic storm, ‘Thane,' crossed the coast near Cuddalore on December 29.Mr Rosaiah appreciated the State government for using early warning systems to initiate preventive measures and for taking timely action for providing relief. During the northeast monsoon, 177 persons had died, Mr Rosaiah pointed out.
Chief Minister Jayalalithaa, her Ministerial colleagues, leaders of most of the Opposition parties including the Desiya Murpokku Dravida Kazhagam, Communist Party of India (CPI), CPI-Marxist and Congress were present. Earlier, when the Governor began to deliver his address, Dravida Munnetra Kazhagam legislators, led by M.K. Stalin, staged a walkout. Speaking to reporters outside the Assembly, Mr Stalin complained about the progress of relief works in cyclone-hit districts. A comprehensive programme would be unveiled in the State budget to deal with urban poverty. “Our efforts to mitigate rural poverty through dovetailing of various schemes like the National Rural Livelihood Mission and Pudhu Vazhvu project with State sector schemes will continue,” Mr Rosaiah said. On the front of urban development, the Governor said the government would continue to pay attention to solid waste management in an integrated manner, besides improving other public amenities like roads, streets and parks. The preparation of master plans in the expanded municipal corporations and municipalities would be carried out to ensure balanced and sustainable growth in urban areas.
To ensure the effectiveness of the Skill Development Mission, the Government had decided to integrate various skill-building programmes of different departments. Speaker D. Jayakumar read out the Tamil version of the Governor's address. Midway through the speech, the House observed a two-minute silence at 11 a.m. on the occasion of Martyrs' Day.

Birds have lost their shelters in post 'Thane' in Cuddalore.
Post-cyclone ‘Thane', the bird population in Cuddalore district has significantly come down, both due to untimely deaths and shifting of habitats. The strong winds forced birds such as crows, sparrows, mynahs, parrots and ravens to abandon their usual roosting places and settle elsewhere.
After the cyclone the carcasses of quite a number of crows were seen in many places and also along the coastline. Caught in the whirlwind they could not wing their way to safety. Deputy Director of the Bombay Natural History Society S. Balachandran, who has conducted studies on birds along the east coast, including Cuddalore, told The Hindu that fortunately for the bird population the cyclone struck in December.
Had it happened during September-October the migratory birds would have perished in large numbers because that is the time when they fly over the region. Some of the migratory birds choose to spend the winter in Cuddalore district, he said. He said that that the common bird species, which take cover in the thick foliage, were rendered without shelter with several trees being uprooted. This had given rise to a situation in which these domesticated birds would have to find shelter on rooftops, window sills, ventilator chutes, high tension transmission lines and barren branches of truncated trees.
With the dense canopies gone, the birds now stand fully exposed. These trees once harboured hundreds of birds. Today too many crows are seen sharing a defoliated coconut tree or a rain tree that escaped the ravages of the cyclone. Mr. Balachandran revealed a lesser known fact about Cuddalore: it attracts migratory birds from as far as Russia and the Arctic region and these are seen in groups on paddy fields. The black-tailed godwit, a bird species from the Arctic region, is often sighted plodding through the paddy fields. Sandpipers and plovers are the winged visitors from Russia that wing their way to Cuddalore.
Another species known as Ruff prefers to dwell on marshy land. These shore birds were gravely disturbed by the cyclone and many perished.
In the Pichavaram mangrove forests, Mr. Balachandran said, endemic species such as egrets and herons were affected.
The saving grace was that Cuddalore does not boast of any sanctuary or else the devastation could have been much worse to the fauna.
At the same time, Mr. Balachandran categorically said that the birds had the resilience to survive trying conditions and preen their feathers to get ready for flight.
He was confident that the domestic species would proliferate easily once the green cover was restored and adequate feed available.

They warned, “If authorities fail to take action, the villagers would attend the Republic Day celebration sporting black badges.” Farmers of Vazhisothanaipalayam village declined to accept the compensation given for damaged crops stating that the beneficiaries list did not include all the affected farmers. “Many of our names are not on the list. Even for chosen farmers, the mentioned compensation amount against their names is insufficient as it was not on a par with Chief Minister’s announcement,” said farmers.
“Crops in 12 acres of my land were spoiled in the cyclone. But in the list, `9,000 has been mentioned against my name as compensation. I do not know on what basis they allocated this amount,” lamented P Kumar. Hence, all farmers had decided not to accept the compensation amount demanding preparation of a new list by the VAO.Residents of Poiyappakkam also petitioned the collector seeking relief.

PMK conducts free medical camps in cyclone hit Cuddalore district

Former union health minister Anbumani Ramadoss participated in free medical camps conducted by PMK and treated patients in cyclone hit Cuddalore district on Sunday. Inaugurating the camp at Thookanampakkam, Anbumani said, “PMK would continue to conduct medical camps and render relief assistance to the people of Cuddalore district. Farmers are in distress as their trees were uprooted by the cyclone turning their future is in question. It is a high time to render them health and psychological assistance.” Anbumani demanded the government to change all huts in the district into concrete roofed shelters within three months.

For instance, a group was caught trying to bring down a tree, using earth moving equipment, at a port officer’s residence at Devanampattinam on Monday. Based on a tip-off, superintendent of police Pakalavan sent a police team to the spot.

Similar incidents of cutting down healthy trees have been reported at many places in the district. According to the district administration, about two crore trees were uprooted in the district by the cyclone. Contracts were handed out to clear the fallen trees. Under this guise, certain gangs have been mowing down healthy tree apart from clearing uprooted trees.
Cuddalore Superintendent of Police Pakalavan told Express,
“When I came to know about the incident, I sent a police team to the spot to prevent it. I also informed the port officer.” Teak trees in Sitharam Nagar and 50- to 100-year-old trees on Caper Hills in Cuddalore have been reportedly cut down and smuggled. A gang allegedly attempted to cut a tree at Panruti government hospital and trees at Lakshmipathynagar have been cut down. Such incidents also reported in Chidambaram taluk too.
Sources said,
“Many trees were cut down along the Panruti-Vadalur roadside. Certain officers are helping the miscreants in doing this. If the Chief Minister comes to know of this, the persons responsible for these unethical acts would be definitely punished.”
2,000 extra EB staff to reach to the cyclone-hit areas in Cuddalore on Monday
CUDDALORE:
To speed up restoration of power supply to the cyclone-hit areas in the agriculture sector, extra 2,000 workers and 75 assistant engineers of Electricity Board (EB) would be coming here from other parts of the State on Monday.
Responding to repeated demands seeking government’s help in clearing uprooted trees in Cuddalore, the district administration had decided to provide power saws to cashew farmers through Agricultural Engineering Department. On an experimental basis, seven power saws had been brought in and would be distributed to every panchayat union. Cyclone relief special officer Gagandeep Singh Bedi and district collector Rajendra Ratnoo visited cashew fields at Kadampuliyur and Vadakuthu to inspect the machines and to obtain opinions from farmers.
Later Bedi told Express,
“If experimentation is successful, 500 power saws would be brought in to Cuddalore district by Agricultural Engineering Department to distribute among farmers.We are planning to engage workers under NREGA scheme for clearing the fallen trees. The State is keen on assisting the cashew farmers in every possible aspect.” To repair damaged school buildings, `2.53 crore had been allocated by the State government as totally 316 school buildings in rural areas were affected by the cyclone. Bedi and Ratnoo also inspected repairing works at government girls higher secondary school in Cuddalore Old Town.

தானே புயலும் கடலூர் மாவட்டமும் - சிறப்பு கட்டுரை

அந்த தானேப் புயல் காற்றின் வேகம் இன்னும் சில கி.மீட்டர்கள் கூடி இருந்தால்... கடலூரே இருந்திருக்காது. மழையும் வெள்ளமும் இன்னும் கொஞ்சம் வலுத்திருந்தால், கடலுக்குள் போயிருக்கும் கடலூர். விபரீதங்களைக் கொஞ்சம் கூடுதலாகவே யோசித்தால்தான்... செயல் செய்தாக முடியும்!
கன்னியாகுமரியை இன்று தெற்கு என்கிறோம். ஆனால், குமரி மலையும் பஃறுளி ஆறும் அதையும் தாண்டி இருந்தது என்பதற்கு சிலப்பதிகாரக் குறிப்பு இருக்கிறது. அந்தக் கண்ணகி காதை அரங்கேறிய பூம்புகார், இப்போது கடலுக்குள் எங்கோ இருக்கிறது. தனுஷ்கோடி தரை இழந்துபோனது 50 ஆண்டுகளுக்கு முந்தைய இழப்பு. இப்போது அப்படி ஒரு நிலைக்குத் தள்ளப்பட்டு, தலை தப்பி நிற்கிறது கடலூர்!
தென்பெண்ணை ஆற்றின் கரையில் 1,300 உயிர் அற்ற உடல்களை வரிசையாகப் புதைத்த சுனாமி கொடுமையை ஆறு ஆண்டுகளுக்கு முன் கண்ணீருடன் அனுபவித்த கடலூருக்கு, மீண்டும் இந்தச் சோகம். உயிர்ச் சேதங்கள் சுனாமியில் அதிகம். 'தானே’ புயலில் பயிர்ச் சேதமே உச்சம். உயிர்ச் சேதம் அதிக அளவில் இல்லாததாலேயே 'தானே’ தாண்டவத்தின் பேரழிவை யாரும் உணரவில்லை!
புதுச்சேரியில் இருந்து கடலூரை நோக்கிச் செல்ல... கிருமாம்பாக்கத்தைத் தொடும்போதே அழிவின் அடையாளங்கள் தெரிந்துவிடுகின்றன. புதுச்சேரியில் இருந்து விழுப்புரம்... சிதம்பரத்தில் இருந்து விக்கிரவாண்டி... இந்தப் பகுதிகளுக்கு இடைப்பட்ட கிராமங்களின் அனைத்துத் தோப்புகளிலும் காற்றின் தப்புத் தாளங்கள் நடந்து முடிந்துவிட்டன. டிசம்பர் 29-ம் தேதி நள்ளிரவு 'செத்தோம்டா சாமி’ என்று முடக்கப்பட்டார்கள் நடுத்திட்டு, தியாகவல்லி, புலியூர், காடாம்புலியூர், பத்திரக்கோட்டை, புதுப்பாளையம் என்று வரிசையாக நீளும் ஏராளமான ஊர் மக்கள். ஆனால், அவர்களே இன்று 'செத்திருக்கலாமே சாமி’ என்ற சோகத்தோடு நடைப் பிணமாகக் காட்சி தருகிறார்கள்!
முந்திரியும் பலாவும், வாழையும் கரும்பும், பருத்தியும் வரகும், தேங்காயும் மாங்காயும், வெற்றிலையும் பூஞ்செடிகளும்... என எதை விட்டுவைத்தார்கள் கடலூர் சுற்றுவாசிகள்? எல்லாவற்றையும் தந்தார்கள். இங்கு மட்டும் அல்ல... தேசம் முழுமைக்கும். பெங்களூரு, மும்பை, கொல்கத்தா, ஆந்திரா வழியாகக் கடந்த ஆண்டு மட்டும் 1,000 லோடு பலா போயிருக்கிறது. கடலூர் முந்திரி போகாத நாடே இல்லை. கடந்த பருவத்தில் மட்டும் 20 கோடிக்கு ஏற்றுமதி செய்திருக்கிறார்கள். ''பண்ருட்டி பலானு இதுவரை நீங்க ருசிச்சது இனிமே கிடையாது சார்!'' என்கிறார் கீழமாம்பட்டுக்காரர்.
''20 வருஷமா முந்திரி ஏற்றுமதி செய்தவன் நான். இனி, என் மகன்கூட அதைச் செய்ய முடியாது. பேரன்தான் செய்ய முடியும்!'' என்று கலங்குகிறார் பத்திரக்கோட்டைக்காரர். அதாவது, கண்ணுக்கு எட்டிய தூரம் வரைக்கும் 'எதிர்காலம் இல்லை’ என்ற கொடும் தண்டனை அந்த விவசாயிகளுக்கு விதிக்கப்பட்டுவிட்டது. இத்தனை ஆண்டுகள் பார்க்காத சோகம் இது!
நெல் பயிரிட்டு இருப்பார்கள். மழையும் வெள்ளமும் கூடுதலாகி, பயிரையே மூழ்கடித்து அழுகவைத்து, விவசாயியை அழவைக்கும். போட்ட முதலும் போய், வர வேண்டிய வருமானமும் இழந்து நிர்க்கதியாய் நிற்கும் விவசாயிக்கு அரசாங்கம் தரும் இழப்பீடு, கொஞ்சம் மூச்சுவிட வழி வகுக்கும். ஆறு மாதங்களில் அடுத்த பருவம் வரும். மீண்டும் நெல் பயிரிட்டு, விட்ட சந்தோஷத்தை எட்ட வாய்ப்பு கிடைக்கும். டெல்டா மாவட்டங்கள் அடிக்கடி சந்திக்கும் அவலம் இது. ஆனால், முந்திரியின் கதை அப்படி அல்ல!
முந்திரி வைத்தால் 5 ஆண்டுகள் கழித்துத்தான் பூ பிடிக்கும். 8 ஆண்டுகளில் மெள்ள வளரும். 15 ஆண்டுகள் கழித்துத்தான் ஒரு முந்திரி மரம் முழு வளர்ச்சியை எட்டும். பலா மரங்களுக்கும் இதே கதை தான். 20-30 ஆண்டு மரங்கள்தான் கொத்துக் கொத்தாகப் பலாப் பழங்களைக் கொடுக்கும். 'இது 40 வருஷ மரங்க’, 'இது 75 வருஷ மரங்க...’ என்று காட்டுகிறார்கள். மாளிப்பட்டு என்ற இடத்தில் 100 வருஷ மரத்தைப் பார்த்தோம். ''எங்க அப்பாவுக்கு 88 வயசு. அவரு சின்னப்பிள்ளையா இருக்கும்போதுதான் இந்த மரத்துல லேசா பூ விட்டுச்சாம்!'' என்கிறார் விவசாயி கருணாகரன். இந்த மரத்தின் கொப்பும் கிளையும் காற்றால் ஒடித்து எறியப்பட்டு உள்ளது. இனி, ஒருவர் மரத்தை வைத்து... மூன்று தலைமுறை தாண்டி... பலா கொடுக்குமா?
பலா, முந்திரி மரப் பலகைகள் வாங்க ஒரு வாரம், பத்து நாள் என ஆட்கள் அலைவார்கள். எவ்வளவு பணம் கொடுத்தாலும் இந்த மக்கள் வெட்டித் தர மாட்டார் கள். இந்த நிலைமை அப்படியே மாறி விட்டது. வேரோடும் வேரடி மண்ணோடும் பிடுங்கிப்போட்ட மரங்களை... ஆசை ஆசையாக வளர்த்தவர்களே கட்டிங் மெஷின் வைத்து வெட்டும் காட்சிகளை அதிகமாகப் பார்க்க முடிகிறது. இந்த மரங்களை எடுத்துச் செல்லவும் யாரும் தயாராக இல்லை. ''கும்பகோணத்துல ஒருத்தர் கேட்கிறாரு. நாங்கதான் கொண்டுபோய்க் கொடுக்கணுமாம். வண்டி வெச்சுக் கொண்டு போற வசதி இல்லை. அதனால அப்படியே கிடக்கட்டும்னு போட்டுட்டோம்'' என்கி றார் மாளிப்பட்டுக்காரர்.
இந்த மரங்களை வெட்டி அப்புறப்படுத்தி, வேரை விலக்கி சுத்தப்படுத்தி... பலாவோ, முந்திரியோ வைக்க நிலத்தைத் தயார் ஆக்குவதற்கே ஒவ்வொரு விவசாயிக்கும் பல ஆயிரம் வேண்டும். கையில் கொஞ்சம் பணம் வைத்திருப்பவர்கள் மட்டுமே அதைச் செய்யத் தயார். மற்றவர்கள் விரக்தியின் உச்சத்தில்! ''முந்திரியும் பலாவும் செழிக்க ஆரம்பிச்ச பிறகுதான், இந்த ஆளுங்க வட்டிக்குக் கடன் வாங்குற பழக்கத்தை விட்டாங்க. திரும்பவும் கடன் வாழ்க்கைக்கு கொண்டுவிட்ருச்சு தானே புயல்!'' என்று அழுகிறார்கள். முந்திரியை ஒட்டித்தான் இவர்களது மொத்தப் பொருளாதாரமும் இருந்துள்ளது. 'பொண்ணுக்கு மாப்பிள்ளை பார்க்கலயா?’ என்றால், 'முந்திரி உடைச்ச உடனே பார்த்திட வேண்டியதுதான்’ என்பதுதான் பெரும்பாலும் பதிலாக இருக் கும்! 'ஹாஸ்டல் ஃபீஸ் கட்டணும்பா!’ என்ற மகனின் கோரிக்கைக்கும் முந்திரிதான் உடைபட வேண்டும். முந்திரியை மொத்தமாக எடுத்த பிறகு, கீழே விழுந்துகிடப்பதை எடுக்க மாட்டார்கள். அதைப் பொறுக்குவதற்கு என்றே ஏழை மக்கள் ஏராளமாகக் கூடிவிடுவார்கள். இதைக் கடையில் போட்டாலே கணிசமான பணம் கிடைக்குமாம். இதுக்கு 'தப்புக் கொட்டை பொறுக்குறது’ என்று பெயர். இனி, சாதாரண மக்களுக்கு மட்டும் அல்ல... பெரும் தோப்பு வைத்திருந்தவர்களுக்கு தப்புக் கொட்டைக்கும்கூட வழி இல்லை.
முந்திரி, பலா கொடுத்த பணச் செழிப்பு அந்தப் பகுதி மக்களின் பொருளாதார மேம்பாட்டுக்குக் காரணமாக அமைந்தது. கடந்த பல ஆண்டுகளாக சமூக மோதல்கள் குறைந்ததற்குக்கூட அது காரணமாக இருக் கலாம். இப்போது அடைந்துள்ள வீழ்ச்சி, அதை நோக்கி மீண்டும் திரும்புவதாகவும் போய்விடக் கூடும். கடன், மேலும் கடன், வட்டி, அதீத வட்டி ஆகி மீள முடியாத நிதி நெருக்கடியை உருவாக்கும். முதல் தலைமுறையாகப் படிக்க வந்த பிள்ளைகள், தங்களது எதிர்காலம் கேள்விக்குறி ஆகிவிடுமோ என்ற அச்சத் தில் இருக்கிறார்கள். பெண்களின் நிலை இன்னமும் அச்சம் ஏற்படுத்துவதாக உள்ளது. எல்லாவற்றுக்கும் சர்வரோக நிவாரணியாக 'டாஸ்மாக்’ மாறி வருகிறதோ என்று யோசிக்க வைத்தன, இந்தக் கிராமங் களில் நாம் பார்த்த காட்சிகள். அரசாங்கம் கொடுத்த நிவாரணத் தொகை... கவலையை மறக்க மட்டுமே பயன்படுகிறது. வாழ்க்கையை நினைக்க நினைக்க... அவர்களுக்குப் பெரும் பயம் பிடித்துக்கொள்கிறது. திருமணங்கள் பல தடைபட்டு நிற்கின்றன. குத்தகைக்காரர்களிடம் முன்பணம் வாங்கிச் செலவு செய்தவர்கள் முழி பிதுங்கி நிற்கிறார்கள்.
நிலத்தை நம்பிக் கடன் கொடுத்தவர்களால் கேட்கவும் முடியவில்லை... கேட்காமல் இருக்கவும் முடியவில்லை. கூரை வேயப் பணம் இல்லை. யாரிடமும் கேட்கவும் முடியவில்லை. மரங்களுக்கு இணையாக மின் கம்பங்களும் விழுந்து நொறுங்கியதால் மின்சாரம் இல்லவே இல்லை. 10 நாட்களாக இருட்டு வாழ்க்கை. குடிக்கத் தண்ணீர் இல்லை. மீனவர்களுக்குப் படகுகள் போய்விட்டன. சிறு விவசாயிகள் மாடு, ஆடு, கோழி இழந்து நிற்கிறார்கள். மொத்தத்தில் புயல் இன்னமும் கரையைக் கடக்கவில்லை; திருப்பித் திருப்பிப் போட்டு அடித்துக்கொண்டே இருக்கப்போகிறது இன்னும் 20 ஆண்டுகளுக்கு!

தானே புயலால் கடலூர் மாவட்ட பொருளாதாரம் வீழ்ச்சி
கடலூர் அருகே தாழங்குடா மீனவர் கிராமத்தில் புயலில் பாதிக்கப்பட்ட படகுகளை பார்வையிடும் மத்தியக் குழுவினர்.

தானே புயல் பாதிப்பால் கடலூர் மாவட்ட பொருளாதாரம் பெருமளவு வீழ்ச்சி அடைந்துள்ளது. புயலால் கடலூர் மாவட்டத்தில் ரூ. 4 ஆயிரம் கோடிக்கு சேதம் ஏற்பட்டிருப்பதாக அரசு அதிகாரிகள் தெரிவிக்கின்றனர்.
விவசாயம், பள்ளிகள் மற்றும் அரசு சொத்துக்களுக்கு ஏற்பட்ட சேதம், மக்களின் குடியிருப்புகளுக்கு ஏற்பட்ட சேதம் ஆகியவற்றை மட்டும் கணக்கிட்டு, அதையும் குறைத்துக் காண்பிக்கும் கணக்கு இது. ஆனால் இந்த மதிப்பீட்டுக்குள் வராத இழப்புகள் ஏராளமாக உள்ளன. கடலூர் சிட்கோ தொழிற்பேட்டை தொழிற்கூடங்கள் உள்பட மாவட்டத்தில் சுமார் 11 ஆயிரம் சிறு மற்றும் குறு தொழில்கூடங்கள் உள்ளன. இவற்றில் சுமார் 80 ஆயிரம் பேர் பணிபுரிகிறார்கள். மின் வெட்டால் ஏற்கெனவே நலிந்துவந்த இந்த சிறு தொழில் கூடங்கள், புயல் பாதிப்பால் கடந்த 13 நாள்களாக முற்றிலும் முடங்கிக் கிடக்கின்றன.
இவற்றில் பலவற்றுக்கு இன்னமும் மின்சாரம் வழங்கப் படவில்லை என்கிறார், மாவட்ட சிறுதொழில்கள் சங்கச் செயலாளர் கு.ராமலிங்கம். சிறுதொழில்கள் பணிகளைத் தொடங்க 20 நாள்களுக்கு மேல் ஆகும். அவற்றில் பணிபுரிவோருக்கு இப்போது வேலை இல்லை என்றார். கடலூர் சிப்காட் தொழிற்பேட்டையில் மிகப்பெரிய ரசாயனத் தொழிற்சாலைகள் 25 உள்ளன. இவற்றில் 7 ஆயிரம் பேர் பணிபுரிகிறார்கள். தானே புயலில் சிப்காட் தொழிற்சாலைகளுக்கு சுமார் ரூ.100 கோடி அளவுக்குச் சேதம் ஏற்பட்டு உள்ளது. இவற்றுக்கு இன்னமும் மின்சாரம் வழங்கப் படவில்லை.
இரு தொழிற்சாலைகள் மட்டும் ஜெனரேட்டர் மூலம் குறைந்த அளவில் இயங்கிக்கொண்டு இருக்கின்றன என்று கூறுகிறார், சிப்காட் தொழிற்சாலைகள் சங்கத் தலைவர் இந்திரகுமார். இந்த தொழிற்சாலைகள் மாதத்திற்கு பல கோடி ரூபாய் மின் கட்டணமாகவும், பல்வேறு வரிகளாகவும் அரசுக்குச் செலுத்துகின்றன. மின்சாரம் வழங்கப்படாததால் தொழிற்சாலைகளுக்கு மட்டுமன்றி, அரசுக்கும் பல கோடி ரூபாய் இழப்பு என்றார் அவர். இதே நிலை நீடித்தால் தொழிலாளர்கள் வேலை இழக்க நேரிடும் என்றும் அவர் கூறினார். கடலூர் மாவட்ட கிராமங்களின் வாழ்வாதாரமான விவசாயம் முற்றிலும் வீழ்ந்து விட்டது.
கிராமப்புற மக்களிடம் பணப்புழக்கம் முற்றிலும் முடங்கிக் கிடக்கிறது. இதனால் கடலூர், பண்ருட்டி நகரங்களுக்கு பொருள்கள் வாங்க வரும் கிராமத்து மக்களின் எண்ணிக்கை குறைந்து விட்டது. வர்த்தகம் நடக்கவில்லை. வட்டிக் கடைகளுக்கு வருவோரின் எண்ணிக்கைதான் அதிகம் என்கிறார் மாவட்ட தொழில் வர்த்தக சங்கத் தலைவர் டி.சண்முகம். கடலூர் மாவட்டத்தில் 3.5 லட்சம் வீடுகள் சேதம் அடைந்து இருக்கிறது என்பதே அரசின் கணக்கு. ஆனால் இதைவிட அதிகம் வீடுகள் சேதமடைந்து விட்டன. விழுந்து விட்ட கூரை வீட்டை சீரமைக்க ரூ.10 ஆயிரம் முதல் ரூ.20 ஆயிரம் வரை செலவாகும். ரூ.10 ஆயிரம் என்று கணக்கில் கொண்டாலும், 3.5 லட்சம் வீடுகளைச் சீரமைக்க ரூ.350 கோடி வேண்டும்.
அரசு வழங்கும் நிவாரணத் தொகை சுமார் ரூ. 60 கோடி தான். இதை பல வீடுகளில் ஆண்கள், டாஸ்மாக் கடைகளிலேயே செலவிட்டு விடுவார்கள். பின்னர் வீடுகளை எப்படி சீரமைக்க முடியும்? பலா, முந்திரித் தொழிலில் உள்ள விவசாயக் கூலித் தொழிலாளர்கள், முந்திரிக் கொட்டைகளை உடைத்தல், பதப்படுத்துதல் உள்ளிட்ட தொழில்களில் ஈடுபடுவோர் சுமார் 3 லட்சம் பேர் உள்ளனர். இவர்களும் இப்போது வேலையின்றித் தவிக்கிறார்கள். நகரப் பகுதிகளில் மின்சாரம் வழங்கப்பட்டதாக அதிகாரிகள் கூறினாலும், பகல் நேரங்களில் தொடர்ந்து மின்வெட்டு அமல்படுத்தப் படுகிறது. இதனால் சிறிதளவு நடைபெறும் வியாபாரமும் படுத்து விட்டதாக வணிகர்கள் வருத்தத்துடன் தெரிவிக்கிறார்கள்.
மொத்தத்தில் கடலூர் மாவட்டத்தில் தானே புயல் பல சேதங்களை மட்டுமன்றி, மின்சாரம் இல்லாமை, விவசாயம் இல்லாமை, நீண்ட காலத்துக்கு வேலைவாய்ப்பு இல்லாமை என, பல இல்லாமைகளை விட்டுச் சென்றுள்ளதால், மாவட்ட பொருளாதாரமே வீழ்ந்து விட்டது என்கிறார்கள் பொருளாதார நிபுணர்கள்.

கடலூரில் தானே புயலால் பாதிக்கப்பட்ட 207 விவசாயிகளுக்கு 6,02,412 ரூபாய் முதற்கட்டமாக நிவாரணத் தொகை

கடலூரில், தானே புயலால் பாதிக்கப்பட்ட பயிர்களுக்கான நிவாரணத் தொகையை விவசாயிகளுக்கு அமைச்சர்கள் வழங்கினர். மாவட்டத்தில் புயலால் நெல், கரும்பு, மணிலா, உளுந்து, பருத்தி, உள்ளிட்ட விவசாய பயிர்களும், முந்திரி, பலா, மா, சப்போட்டா, கொய்யா, எலுமிச்சை, வாழை, மரவள்ளி கிழங்கு, வெற்றிலை, மஞ்சள், தென்னை, பனை ஆகிய தோட்டக்கலை பயிர்கள் உட்பட மொத்தம் 3,26,957 ஏக்கர் பரப்பில் சேதமடைந்துள்ளதாக கணக்கெடுக்கப்பட்டுள்ளது.
பாதிக்கப்பட்ட விவசாயிகளுக்கு வேளாண்மைத் துறை மூலமாக 1,34, 631 பேருக்கும், தோட்டக்கலைத் துறை மூலமாக 52,470 பேருக்கும் நிவாரணத் தொகையாக முதல்வர் ஜெ., 120.16 கோடி ரூபாய் நிதி ஒதுக்கீடு செய்துள்ளார். இத்தொகை 166 தொடக்க வேளாண்மை கூட்டுறவு கடன் சங்கங்களுக்கு பிரித்து வழங்கப்பட்டுள்ளது.
முதற்கட்டமாக கடலூரில் கோண்டூர், உச்சிமேடு பகுதியைச் சேர்ந்த 207 விவசாயிகளுக்கு 6,02,412 ரூபாய் நிவாரணத் தொகையை மின்சாரத் துறை அமைச்சர் நத்தம் விஸ்வநாதன், ஊரக தொழில் மற்றும் சத்துணவுத் திட்டத் துறை சம்பத், கூட்டுறவுத் துறை செல்லூர் ராஜூ ஆகியோர் வழங்கினர். கலெக்டர் அமுதவல்லி, முன்னாள் எம்.எல்.ஏ., அய்யப்பன், வங்கியியல் கூடுதல் பதிவாளர் ராஜேந்திரன் உட்பட பலர் பங்கேற்றனர்.

வீடுகளுக்கான நிவாரணத் தொகை பெறுவதில், ஏதேனும் குறைகள் இருந்தால், 1700 என்ற இலவச எண்ணிலும், 230 555 மற்றும் 231 653 ஆகிய எண்களிலும், பயனாளிகள் புகார் தெரிவிக்கலாம். வீடுகளுக்கு கூடுதல் நிவாரணம் வழங்குவது குறித்து, அரசு தான் முடிவு செய்ய வேண்டும். இவ்வாறு அமுதவள்ளி கூறினார்.
கடலூரில், "தானே' புயலால் பாதிக்கப்பட்ட வீடுகளுக்கு நிவாரணம் வழங்குவதில், மாவட்ட நிர்வாகத்தின் தெளிவான அறிவிப்பு இல்லாததால், 5,000 ரூபாய் நிவாரணம் பெற வேண்டியவர்களுக்கு, குறைந்த தொகையும், சிலருக்கு, நிதியே கிடைக்காத நிலையும் ஏற்பட்டுள்ளது.
பண்ருட்டி வட்டம், புறங்கனி கிராமத்தைச் சேர்ந்த முந்திரி விவசாயி, முருகன் என்பவர் கூறியது:
வீடுகளுக்கான நிவாரணத் தொகை, வி.ஏ.ஓ., மூலம் வழங்கப்படும், என மாவட்ட நிர்வாகம் அறிவித்தது. ஆனால், எங்கள் பகுதியில், அரசு அலுவலர் அல்லாத தனி நபர்கள், ஊராட்சி மன்ற நிர்வாகிகள் பண பட்டுவாடா செய்கின்றனர். அவர்கள், பணம் தந்ததற்கான அத்தாட்சிக்கு, வெள்ளை பேப்பரில் கையெழுத்து வாங்குகின்றனர்.

தானே புயலால் பாதிக்கப்பட்ட கடலூர் மாவட்டத்துக்கு ஊரக வேலைவாய்ப்பு திட்டத்தில் முன்னுரிமை
தானே புயலால் பாதிக்கப்பட்ட கடலூர் மாவட்டத்துக்கு, ஊரக வேலைவாய்ப்புத் திட்டத்தில் முன்னுரிமை அளிக்க முடிவு செய்யப்பட்டுள்ளது. கிராமங்களில் உள்கட்டமைப்பு வசதிகளில், சிறிய பணிகளை மேற்கொள்ள, ஊரக வேலைவாய்ப்புத் திட்டம் பயன்படுத்தப்படுகிறது. இதில் வேலை செய்பவருக்கு, எட்டு மணி நேர வேலைக்கு, அதிகபட்சமாக, 119 ரூபாய் கூலியாக வழங்கப்படுகிறது. வேலை செய்யும் நேரத்துக்கு ஏற்ப, இத்தொகை முடிவு செய்யப்படுகிறது.

"கடலூர் மாவட்டத்தில், 4,000 ஹெக்டேர் அளவிற்கு சவுக்கு சேதமடைந்துள்ளது. இதற்கான நிவாரணத்தை தனியாக வழங்க நடவடிக்கை எடுக்கப்படும்,'' என்றார்.
