Delay in delivery of Samacheer Kalvi textbooks in Cuddalore District

             Inordinate delay in procuring textbooks from Tamil Nadu Text Book Corporation in Cuddalore is causing hardship to students and teachers, especially from private schools, due to non-availability of textbooks and confusion over omitted portions.

           The delay is causing problem to parents too as they are forced to spend extra money to take printouts of syllabus from CDs and the Internet. According to an official from the Department of Education, they have only received textbooks for class I and class X for students studying through English medium. All Tamil medium books have been received, the official said. These books are for students studying in government and aided schools. Private schools have a different system, where they pay money to Amudhasurabi for the books.

              Parents from various schools across Puducherry say they paid money around 10 days ago. Despite this, textbooks have not been delivered, even for class X students, who are scheduled to sit for Board examinatios at the end of the academic year. At present, students and teachers in private schools are managing with printouts taken either from the Samacheer Kalvi CD or the Internet. According to a teacher from Seventh Day Adventist School, who is also a parent, even the CD took a while to come through official channels. Several teachers got together to find contacts in the neighbouring State to supply them the CD.

          “We often are unsure of what portions have been omitted, so we have been concentrating on teaching portions that are common between the old syllabus and the new syllabus,” the teacher said.

              “My daughter is studying the class X and she has Board examinations at the end of the year. But, students have not yet received the textbooks. Despite this, quarterly exams have been announced in September,” said one of the parents of a student in St. Joseph of Cluny Girls' Higher Secondary School.

              Speaking to The Hindu, Managing Director of Amudhasurabhi T. Chanemougan said the textbook corporation says preference is given to the government schools. So far, Amudhasurabi had received around Rs. 44 lakh from private schools towards, but there is no supply at the depot in Cuddalore, he said.

தமிழக பள்ளிகளில் தகவல் மற்றும் தொடர்பியல் சேவை

                 பள்ளிக்கூடங்களில் மாணவ, மாணவியருக்கு தரமான கல்வி பெறுவதற்கான சூழலை ஏற்படுத்தும் நோக்கத்தில் முழுநேர, பகுதிநேர ஆசிரியர்கள் 34,036 பேர் நியமனம், பாடப் புத்தக சுமை குறைப்பு, மாணவர்களுக்கு ஒரே மாதிரியான புத்தகப் பைகள் வழங்குவது உள்ளிட்ட பல திட்டங்களை முதல்வர் ஜெயலலிதா சட்டப்பேரவையில் வெள்ளிக்கிழமை அறிவித்தார்.  

சட்டப்பேரவையில் தாமாக முன்வந்து விதி 110-ன் கீழ் அவர் சமர்ப்பித்த அறிக்கையின் முக்கிய அம்சங்கள்:

                "அனைவருக்கும் தரமான கல்வியை வழங்கும் நோக்கத்தின் ஒரு அங்கமாக, மேலும் 65 தொடக்கப் பள்ளிகள் நடுநிலைப் பள்ளிகளாகவும், 710 நடுநிலைப் பள்ளிகள் உயர்நிலைப் பள்ளிகளாகவும் ஆக்கப்படும். 

               தரம் உயர்த்தப்படுவதற்கு ஏற்ப 9,735 பட்டதாரி ஆசிரியர் பணியிடங்கள் மற்றும் 3,565 இடைநிலை ஆசிரியர் பணியிடங்கள், ஆக மொத்தம் 13,300 ஆசிரியர் பணியிடங்கள் ரூ. 315.30 கோடி செலவில் இந்த ஆண்டிலேயே ஏற்படுத்தப்படும்  உடற்கல்வி, ஓவியம், தொழிற்கல்வி ஆகியவற்றுக்காக ஊராட்சி ஒன்றியத் தொடக்கப் பள்ளிகள், நடுநிலைப் பள்ளிகள், உயர்நிலைப் பள்ளிகள் மற்றும் மேல்நிலைப் பள்ளிகளில் 16,549 பகுதி நேர ஆசிரியர் பணியிடங்கள் ஏற்படுத்தப்படும்.

                 இதனால் இப்பள்ளிகளில் 6, 7 மற்றும் 8 ஆம் வகுப்புகளில் பயிலும் மாணவ, மாணவியர் பயன் அடைவர். இதற்கு, அரசுக்கு ஆண்டுக்கு ரூ. 99.29 கோடி செலவு ஏற்படும்.  முனைவர் முத்துக்குமரன் குழு அளித்த அறிக்கையில் குறிப்பிட்டுள்ளவாறு, சமச்சீர் கல்விக்கு மிகவும் இன்றியமையாதது அடிப்படை உள்கட்டமைப்பு வசதிகள் ஆகும். பொது பாடத் திட்டம் மட்டும் சமச்சீர் கல்வி ஆகாது.  இதனை நன்கு உணர்ந்த இந்த அரசு, ஊராட்சி ஒன்றிய தொடக்கப் பள்ளிகள், நடுநிலைப் பள்ளிகள், அரசு உயர்நிலை மற்றும் மேல்நிலைப் பள்ளிகளில், இந்தக் கல்வி ஆண்டில், கூடுதல் வகுப்பறைகள், கழிப்பறைகள், சுகாதாரமான குடிநீர் வசதி, சுற்றுச்சுவர் போன்ற உள்கட்டமைப்பு வசதிகளை மேம்படுத்த உடனடி நடவடிக்கை எடுக்கும். இந்தக் கல்வி ஆண்டில் ரூ. 1082.71 கோடியில் இவை ஏற்படுத்தப்படும்.  

                 மேற்கண்ட திட்டங்கள் அனைத்தும், மத்திய அரசும், மாநில அரசும் இணைந்து செயல்படுத்தும் அனைவருக்கும் கல்வித் திட்டம் மற்றும் அனைவருக்கும் இடைநிலைக் கல்வித் திட்டம் ஆகிய திட்டங்களின் கீழ் செயல்படுத்தப்படும்.  நிலை உயர்த்தப்பட்ட மேல்நிலைப் பள்ளிகளுக்கு, 3,187 முதுகலை ஆசிரியர் பணியிடங்கள், முழுவதும் மாநில அரசின் நிதியில் இருந்து, ரூ. 90.70 கோடி செலவில், இந்தக் கல்வி ஆண்டு முதல் இரண்டு கட்டங்களில் ஏற்படுத்தப்படும்.  1985 ஆம் ஆண்டிலிருந்து அரசு மற்றும் அரசு உதவி பெறும் பள்ளிகளில் படிக்கும் குழந்தைகளுக்கு இலவசமாக பாடப்புத்தகங்கள் வழங்கப்படுகின்றன. 

                    மாணவர்களிடம் இருக்கும் ஏற்றத் தாழ்வுகளை நீக்கும் நல்லெண்ணத்துடன் அரசு மற்றும் அரசு உதவி பெறும் பள்ளிகளில் படிக்கும் அனைத்து மாணவ மாணவியர்களுக்கும் ஒரே மாதிரியான புத்தகப் பைகள், கற்றலுக்குத் தேவையான கணித உபகரணப் பெட்டி - அதாவது ஜியாமெட்ரி பெட்டி - கிராமப்புற மாணவ மாணவியர்களுக்கு இதுவரை கிடைக்கப் பெறாத வண்ணப் பென்சில்கள், புவியியல் வரைபடங்கள் போன்றவை வரும் கல்வியாண்டு முதல் வழங்கப்படும். இதற்காக ஆண்டுக்கு தோராயமாக ரூ. 119.48 கோடி செலவிடப்படும். 

                   அரசு உயர்நிலை, மேல்நிலைப் பள்ளிகளில் துப்புரவாளர் மற்றும் இதர பணிகளுக்கான 5,000 ஆசிரியர் அல்லாத பணியிடங்கள் ஏற்படுத்தப்படும். இதற்கு அரசுக்கு ஆண்டுக்கு ரூ. 60 கோடி செலவாகும்.  புத்தகச் சுமையை குறைக்கும் வகையில் வரும் கல்வியாண்டு முதல் தமிழ்நாட்டில் முப்பருவ முறை, அறிமுகப்படுத்தப்படும். முழுக் கல்வியாண்டிற்குரிய பாடப் புத்தகங்கள் மூன்று பருவங்களுக்கு ஏற்றவாறு பிரிக்கப்பட்டு, ஒவ்வொரு பருவ முடிவிலும் தொடர் மற்றும் கூட்டு மதிப்பீட்டுடன் கூடிய தேர்வுகள் நடத்தப்படும். 

                  10 மற்றும் 12 ஆம் வகுப்பு பொதுத் தேர்வில் தேர்ச்சி பெறும் மாணவ, மாணவியருக்கு வழங்கப்படும் மதிப்பெண் சான்றிதழ்கள் தவறாகக் கையாளக் கூடிய வாய்ப்பு உள்ளது.  எனவே, 10 மற்றும் 12 ஆம் வகுப்பு மாணவ, மாணவியருக்கு அவர்களின் புகைப்படத்துடன் கூடிய மறைமுகக் குறியீட்டுடன் கூடிய மதிப்பெண் சான்றிதழ்கள் வழங்கப்படும்.  குழந்தைகளின் சிந்திக்கும் ஆற்றலை மேம்படுத்தும் நோக்கத்துடன், 7 முதல் 17 வயதுள்ள பள்ளி செல்லும் மாணவ, மாணவியருக்கு சதுரங்க விளையாட்டு வரும் கல்வியாண்டு முதல் அறிமுகப்படுத்தப்படும்.  

                 இந்த விளையாட்டினால் மாணவ, மாணவியரின் அறிவுத் திறன் வளர்வதுடன், கூர்மையாக சிந்திக்கும் ஆற்றலும் விரிவடையும்.  கணினி மூலம் கற்பது பள்ளிகளில் இப்போது இன்றியமையாததாக உள்ளது. எல்லா வகுப்புகளிலும் படிக்கும் மாணவ, மாணவியர்கள் பயன்பெறும் விதத்திலும், தமிழகத்தில் உள்ள அரசு தொடக்க, நடுநிலை, உயர்நிலை மற்றும் மேல்நிலைப் பள்ளிகளில் கற்பிக்கும் ஆசிரியர் ஆசிரியைகளின் வகுப்புறைக் கற்றல், கற்பித்தல் முறைகளை மேம்படுத்தும் வகையிலும், "பள்ளிகளில் தகவல் மற்றும் தொடர்பியல் சேவை (தமிழ்நாடு)' என்ற புதிய திட்டம் உருவாக்கப்படும். 

               இத்திட்டத்தில் எல்லா வகுப்புகளுக்கும் ஆன பாடப் புத்தகங்களின் உட்பொருளை கணினிமயமாக மாற்றி மையக் கணினி மூலமாக வகுப்பறைகளில் வழங்க வழிவகை செய்யப்படும். எல்லா மாணவ, மாணவியர்களும் பயன் அடையும் பொருட்டு சிறந்த ஆசிரியர்களின் விரிவுரைகளின் தொகுப்புகள் கல்வி செயற்கைக்கோள் வாயிலாக வகுப்பறைகளுக்குச் சென்றடைய இத்திட்டத்தின் வாயிலாக நடவடிக்கைகள் எடுக்கப்படும்.  பள்ளிக் கல்வித் துறை மூலம் எனது அரசு செயல்படுத்த இருக்கும் இந்தத் திட்டங்களால், மாநிலத்தில் உள்ள பள்ளி மாணவ, மாணவியர்கள், உரிய உட்கட்டமைப்பு வசதிகளுடன் கூடிய பள்ளிகளில், மிகவும் உகந்த சூழலில், தரமான கல்வி கற்கும் நிலை உருவாகி, உண்மையான சமச்சீர் கல்வி கிடைக்க வழி வகுக்கும்' என்றார் முதல்வர்.

           கடலூரில் சமச்சீர் கல்வித் திட்ட பாடப்புத்தகங்கள் விநியோகம் செவ்வாய்க்கிழமை பிற்பகல் தொடங்கியது.

                 தொடக்கப் பள்ளிகளுக்கு இன்று முதல் (புதன்கிழமை) வழங்கப்படும் என்றும், மெட்ரிக் பள்ளி நிர்வாகங்கள், மாவட்ட பாடநூல் நிறுவன சேமிப்புக் கிடங்குகளில், பணம் செலுத்தி சமச்சீர் கல்வித்திட்ட பாடப் புத்தகங்களை பெற்றுக் கொள்வார்கள் என்றும், கல்வித்துறை அதிகாரி ஒருவர் தெரிவித்தார்.  

                மெட்ரிக் பள்ளி நிர்வாகங்கள் தங்கள் இஷ்டப்படி தேர்வு செய்த பாடப் புத்தகங்களை, மாணவர்களுக்கு ஏற்கெனவே வழங்கி இருக்கின்றன. இதற்காக ஒவ்வொரு மாணவரிடமும், ரூ. 2 ஆயிரம் முதல் ரூ. 3 ஆயிரம் வரை பள்ளி நிர்வாகங்கள் பெற்றோரைக் கசக்கிப் பிழந்து, பணம் வசூலித்து இருக்கின்றன. ஆனால் அரசு அச்சிட்டு வழங்கும் சமச்சீர் கல்வித் திட்டப் பாடப் புத்தகங்களின் விலையோ, மாணவர்களுக்கு தலா ரூ. 250 முதல் ரூ. 300 வரைதான் என்றும் அந்த அதிகாரி கூறினார்.

Supreme Court ordered Implement Samacheer Kalvi in 10 days

       The Supreme Court on Tuesday directed the Tamil Nadu government to implement Samacheer Kalvi (Uniform System of School Education) for classes 2 to 5 and 7 to 10 in ten days. 

           A three-Judge Bench of Justice J.M. Panchal, Justice Deepak Misra and Justice B.S. Chauhan dismissed a batch of appeals filed by the Tamil Nadu government and on behalf of association of matriculation schools, and impleadment application by the Tamil Nadu Anaithu Asiriyar Munnetra Peravai in support of the State challenging the Madras High Court judgment.

       The Bench upheld the High Court's decision declaring unconstitutional the amendment made to the Tamil Nadu Uniform System of School Education Act to defer implementation of the USSE and gave 25 reasons why the impugned judgment should be sustained. Writing the judgment, Justice Chauhan pointed out that even before the first Cabinet meeting of the new Government on May 22, i.e. on May 21, tenders were invited to publish the books under the old education system. “It shows that there had been a predetermined political decision to scrap the Act 2010. There was no material before the Government on the basis of which the decision not to implement the Act 2010 could be taken as admittedly the Expert Committee had not done any exercise of reviewing the syllabus and textbooks till then,” the Bench said.

          “Undoubtedly, there had been a few instances of portraying the personality by the leader of political party [M. Karunanidhi] earlier in power, i.e. personal glorification, self publicity and promotion of his own cult and philosophy, which could build his political image and influence the young students, particularly in the books of primary classes. Such objectionable material, if any, could be deleted, rather than putting the operation of the Act 2010 in abeyance for indefinite period.”

        The Bench pointed out that the Act 2010 was enacted to enforce the uniform education system in the State of Tamil Nadu to impart quality education to all children, without any discrimination on the ground of their economic, social or cultural background. The Act itself provided for its commencement, giving the academic years though in a phased programme i.e. for Standards I to VI from the academic year 2010-2011 and for other Standards from academic year 2011-2012. Thus, enforcement was not dependent on any further notification.

            It said, “The justification pleaded by the State that the Amendment Act 2011 was brought to avoid contempt proceedings, as the directions issued by the High Court [in the earlier April 2010 judgment], could not be complied with is totally a misconceived idea and not worth acceptance. The said judgment of the High Court was duly approved by a speaking order of this court dated September 10, 2010.” The Bench said, “The High Court as well as this court upheld the validity of the Act 2010. Thus, it was not permissible for the legislature to annul the effect of the said judgments by the Amendment Act 2011, particularly so far as I and VI Standards are concerned. The list of approved textbooks had been published and made known to all concerned. Thus, the Act 2010 stood completely implemented so far these standards were concerned.”

         It pointed out that certain directions had been given in the said judgment by the High Court which could have been complied with by issuing executive directions. Moreover, directions issued by the High Court could be complied with even by changing the Schedule as provided in the judgment dated April 30, 2010 itself. Further, it said Section 18 of the Act 2010 itself enabled the Government to issue any executive direction to remove any difficulty to enforce the statutory provisions of the Act 2010. The Act 2010 itself provided for an adequate residuary power with the government to remove any difficulty in enforcement of the Act 2010, by issuing an administrative order. 

Quality of textbooks 

 

                On the government's stand that various representations were received about the poor quality of textbooks, the Bench pointed out that the new government took over on May 16 and immediately thereafter, the Government received representations from various private schools/organisations on May 17/18 to scrap the USSE. “As most of these representations were made by the societies/organisations who had earlier challenged the validity of the Act 2010 and met their Waterloo in the hierarchy of the courts, such representations were, in fact, not even maintainable and, thus could not have been entertained by the Government.”

Mixed feelings among School students, parents

CUDDALORE: 

          The reopening of the schools, after an extended summer vacation, created mixed feelings among students, parents and even the teachers on Wednesday.

         For the tiny tots stepping into the schools for the first time, it is a nightmare, as they detest the thought of temporarily getting separated from the loving care of parents and the comfort of homes. At the kindergarten level, many students cried out their heart while others kept a morose face.

         Only a rare few kept a cheerful countenance and felt proud of occupying the first benches. They were eager to display their new set of uniform, new pair of shoes and new acquisitions such as tie and bag. Some schools had decked up the classrooms with festoons and colourful sketches to greet the newcomers and yet these arrangements could not instil confidence among the children.

            While some of the parents tended to hang around till the classes get over, others just went about their job and came to pick up their wards after the brief introductory session. In the high schools, the atmosphere was quite pleasant as the students could get to meet their friends or “bosom pals.” They were also elated to get promoted to higher classes. The teachers, of course, came prepared for the routine grind because they would be burdened with the responsibility of taking classes, correcting home work, conducting class tests and equipping the students for the public examinations.

           But this time around the teaching community is perplexed over the syllabus and they are not sure whether the old syllabus should be followed or the new one under the uniform school education system should be taken up. The Education Department too remains noncommittal and yet it has issued instructions to the schools not to bother about the syllabus but carry on with general instructions and teach the students mathematics and grammar so as to keep them engaged.

The parents too are a confused lot because they are harangued on two aspects: 

          uncertainty over the fee structure and the syllabus. The schools that have opposed the recommendations of Justice Raviraja Pandian Committee on determination of fee structure have decided to seek legal remedy. Till a clear picture emerges, the parents have been asked to remit the fees as directed by the school managements to which the parents will have to concede grudgingly.

             K.Marimuthu, a parent, said that at no point of time was school education at the cross roads as of now.

Government must take over schools that defy RTE Act

          The members of the Consumer Federation-Tamil Nadu and the Equitable Education Movement staged a demonstration in front of the Collectorate here on Monday, urging the authorities to take over the schools that do not comply with the provisions of the Right to Education (RTE) Act.

          The speakers said that the matriculation schools were acting under the impression that they were not bound by the rules and therefore had arbitrarily announced that they would indefinitely postpone the re-opening of the schools if their terms were not met in the fixation of tuition fees and other special fees. The RTE Act had clearly stipulated that no school should collect capitation fees in any form. However, in violation of this provision many schools were collecting fees far in excess of the government approved fee structure on the pretext of issuing uniform materials, textbooks, notebooks, diary and so on.

Receipts should be issued

              They said that all the schools must issue due receipts for the money collected from the students under various heads and criminal action should be taken against those school managements that do not comply with the direction. As per the RTE Act the “neighbourhood school” system should be scrupulously adhered to and the students belonging to the economically weaker sections and hailing from the vicinity should be given admission without fail. The speakers put the onus on the Education Department to ensure that this clause was not side-stepped by any school. Similarly, no entrance test or any kind of screening test should be conducted for the students who were seeking admission up to Class VIII.

          No schools should resort to any form of filtering of students by way of removing them from the rolls on the basis of performance, withholding the promotion to next class or refusing transfer certificates. No student should be subjected to any sort of physical and mental discomfiture and all of them should be allowed and encouraged to complete school education. Those who participated included M.Nizamudeen of the Consumer Federation-Tamil Nadu, Lenin of the Equitable Education Movement and others. Notice to school Meanwhile, the Education Department had sent a notice to a matriculation school here directing it to cancel the entrance test scheduled for Tuesday (May 24), failing which a penalty of Rs 25,000 would be imposed on it.
