Common price list to determine poll expenditure of candidates

CUDDALORE: 

         For the strict enforcement of expenditure limit on candidates contesting the Assembly elections, District Election Officer P. Seetharaman has given a price list for all sorts of poll-related materials and services.

          The Election Commission has put a ceiling on expenditure for a candidate at Rs. 16 lakh and it is required of the person to open a bank account and carry out all money transactions through instruments (cheques). There might be a tendency to under invoice the expenditure and therefore the price list would help in determining expenses incurred on a particular head.

          Any deviation would be severely dealt with, Mr. Seetharaman told reporters. The price structure was reached at in the standing committee meeting held here recently in which representatives of political parties and service providers participated. The meeting scrutinised the quotations provided by proprietors of printing presses, marriage halls, sound systems, photo studios and hotels and fixed the price factor on a consensus basis.

The vehicle hiring charges would be as follows: 

jeep, tempo and trekker – Rs. 1,250 a day (apart from the driver ‘bata' and fuel), 
sumo and qualis – Rs. 1,300, 
other cars – Rs. 900 and tri-wheeler (autorickshaws) Rs. 500 a day.

              For conducting political meetings in marriage halls, the daily rent would be Rs. 4,000 and for serving vegetarian meal Rs. 30 per head and for non-vegetarian meal, Rs. 60 per head. The day's tariff for stay in hotels would be Rs. 700 and in guest houses, Rs. 300 a day.

The charges for materials used in the public meeting venue would be as follows: 

for a steel or a plastic chair – Rs. 4, 
for a tubelight – Rs 10,
for generator sets of 15 kva capacity – Rs. 6,000, 
15 kva to 40 kva – Rs. 8,000 and above 40 kva – Rs. 10,000.

                   The hire charges for a halogen white lamp would be Rs. 100 and for neon display ranging from Rs. 90 to Rs. 160 and for mercury light display from Rs. 800 to Rs. 1,600 and for a serial set – Rs. 20, all for a day.

              The fees to be paid for plain wall writings would be Re 1 per sq.ft, for oil painting Rs. 6.5 per sq.ft, digital banner – Rs. 8 per sq.ft, cloth flags from Rs. 8 to Rs. 20 (depending upon the size) and 10”x 20” plastic flags – Rs. 350 per 1,000.

               For handbills of various sizes, price ranges from Rs. 330 to Rs. 600 per 1,000, for 3' x 2' colour poster – Rs. 8 and for 10' x 10 ‘ colour poster – Rs. 800. For the video camera and videographer the daily charge would be Rs. 2,000. The Collector has instructed the aspiring candidates to calculate their poll expenditure on the basis of the price list and keep the transactions well within the permitted limit.
