Birth, death certificates to be issued online in Madurai

                The government has decided to issue birth and death certificates online.

         The initiative will come into effect in September, before which a government order will be issued. District-level training programmes are under way for health inspectors of Primary Health Centres.

           R.T. Porkai Pandian, Director of Public Health, has written to the Deputy Directors of Health Services of all districts to complete the PHC staff training programme in a week. “We will start issuing computerised birth certificates very soon and it is likely from September. The G.O. is yet to be issued and we are waiting for that,” he told The Hindu on Friday. A training programme for online registration was conducted for health inspectors in Madurai.

            Dr. Porkai Pandian, who is also the Chief Registrar of Births and Deaths, Tamil Nadu government, said that online registration of birth/death particulars would simplify the process for PHC staff and rural population as well.

Health Department officials said, 

            “Online entry training in PHCs Birth and Death Registration System will be completed in a few days.” Once the computerised birth certificates come into vogue, it would help in easy maintenance of data in PHCs. According to R. Abdul Kareem, Assistant Director (Public Health), Madurai district, the new computerised system would help health inspectors to download the birth certificate and issue it at the time of the woman's discharge from PHC after delivery.

           “Since 2009, the birth certificates are being issued at the PHC itself. Earlier, people had to go to the VAO's office to get it. This became simplified due to the Health Department's initiative of giving the birth certificate at the primary health centre level itself,” he said. Computer and internet facilities have been provided to all PHCs and the training session for health inspectors is to orient them on feeding the data. The online birth registration system is being implemented with the technical support of the National Informatics Centre. Birth or death certificates can be given either in Tamil or English as per choice and special software CDs have been handed over to health inspectors of PHCs.
