The National Land Record Modernisation Programme is being implemented at a cost of Rs. 56.98 crore to strengthen revenue administration and computerise land records in Tamil Nadu, according to K. Dhanavel, Revenue Secretary.
Addressing a press conference here on Thursday, he said that registrar offices and taluk offices were being networked under the programme. Fifty per cent of the funds were coming from the Centre. The programme would soon be extended to firka level. Utilising the programme, “A” and “FMB” (field measurement books) records would be computerised. Of the total number of 61 lakh FMBs, 11 lakh were computerised so far, he said.
Besides speeding up the Revenue Department function, the system would also enable officials to devote more time to project implementation. The e-governance concept had been introduced in five districts, including Krishnagiri, Coimbatore, Thanjavur, Ariyalur and Perambalur, on a trial basis. Such systems would prepare the State towards fulfilling the requirements of the proposed Land Titling Bill, Mr. Dhanavel said. Though a deadline of 30 days was fixed for clearing the petitions at certain places it was not adhered to owing to vacancies and heavy workload.
Therefore, steps had been taken to select 3,500 personnel through the Tamil Nadu Public Service Commission and appoint 500 more on compassionate ground. Office assistants, junior assistants and typists would also be recruited within six months. Collectors were authorised to recruit 765 surveyors and 2,300 village staff through employment offices. Wherever there was a high pendency of cases the officials had been directed to clear the backlog by making periodic visits, Mr. Dhanavel said.
He said that to reduce workload on Village Administrative Officer, the accounting procedures were either simplified or streamlined.
From the last Fasali, land tax had been cut as follows:
for irrigated land – Rs. 5 an acre from the previous levy of Rs. 50 an acre, and, for rainfed areas Rs. 2 an acre from an earlier rate of Rs. 15 an acre. As part of the disaster management programme, it was proposed to construct 14 more evacuation centres (30 are present now) each at a cost of Rs 1.36 crore; and set up an early warning system in 21 more places (52 are present now) at a cost of Rs. 9.45 lakh in Cuddalore district, Mr. Dhanavel said. Collector P. Seetharaman, and District Revenue Officer S.Natarajan were present.
