The Cuddalore police have launched a district-wide drive against vehicles bearing registration numbers of other States and the Union Territory of Puducherry.
Explaining the reason behind the move, Superintendent of Police Ashwin Kotnis told The Hindu that it had been found that vehicles with false registration numbers were being used for crimes such as chain-snatching, smuggling, prohibition offences, and so on. These getaway vehicles were difficult to trace and, therefore, it had been decided to keep a tab on them at the entry and exit points of the district. Mr. Kotnis further said that since it had become customary for those residing in Cuddalore district to register their vehicles in Puducherry, taking advantage of the differential tax structures, Tamil Nadu stands to lose heavily.
In the past two days, over 200 such vehicles were detained for verification. The SP said that the owners were initially cautioned against plying such vehicles on Tamil Nadu roads and, if they continued to defy the provisions of the Motor Vehicles Act, penalty would be levied on them. Transport Department sources said that because of the lower tariffs prevailing in Puducherry the prospective vehicle owners were attracted to the Union Territory. On an average, 100 two-wheelers and 30 four-wheelers were being registered daily in the territorial department, whereas in Cuddalore it was hardly 20 two-wheelers and not even a single car a day.
Sections 3 and 4 of the Tamil Nadu Motor Vehicles Taxation Act stipulate that any vehicle using the roads in the State ought to pay the prevailing lifetime tax. It was implied that for using the infrastructure of a particular State the vehicle owners ought to bear the cost. They could not pay the tax in one territory and make use of the facility of others. In Tamil Nadu, 8 per cent of the cost of the vehicle ought to be paid as lifetime tax. For instance, for a two-wheeler priced at Rs.50,000 a road tax of Rs.4,000 should be paid and for a car priced at Rs.25 lakh the levy would be Rs.20,000.
However, in Puducherry there is a much lower graded tax structure: for two-wheelers it ranges from Rs.700 to Rs.1,000, and for four-wheelers it ranges from Rs.4,500, Rs.5,500 to Rs.7,500 (maximum), depending upon the engine capacity. The registration was done even with temporary addresses. Owing to enormity of tasks involved in physically verifying all those vehicles such an exercise could not be carried out on a sustained manner, the sources said.
